The city and police or animal control never enforced it. As a result, we have an antiquated shelter, way to small, and they are killing animals at an alarming rate. Those of us who were exasperated when the shelter quit giving out lower cost vouchers, created PAW, Partnership for Animal Welfare. In about 2 1/2 years, we have spayed and neutered over 2000 animals with free s/n for low income and highly subsidized for anyone else. Can you imagine the mess Ruidoso would be in if there were over 2000 more animals breeding at will ? This area treats people like animals so how can we expect animals to be treated better by the government here. Along with the mandatory spay and neuter program the community must also offer spay and neuter at a very low cost or no cost at all. This would achieve two goals.
